A Clear Call for Latin America’s Energy Future

At the 9th OPEC International Seminar in Vienna, Carlos Garibaldi, Executive Secretary of ARPEL and Founder & Non-Executive Chairman of Plata Energy, delivered a powerful intervention on the role of Latin America and the Caribbean in shaping the global energy future.

Garibaldi reminded participants that the region contributes minimally to greenhouse gas emissions but faces high structural and energy poverty. This reality, he stressed, underpins the right of Latin America and the Caribbean to develop and monetize their natural resources, and to define their own pathways and pace toward just, equitable, and inclusive transitions.

According to long-term projections, hydrocarbons will remain the backbone of energy security for decades to come. Garibaldi warned against restricting capital flows to oil and gas, underscoring the urgent need to invest in exploration while also attracting funds into renewables, mining, and infrastructure. He highlighted best practices such as establishing clear state policies, streamlining environmental permitting, strengthening regional integration systems, and enhancing public-private cooperation.

His message was clear: Latin America’s voice must be heard in global forums, and its right to energy development respected. Leadership with clarity, courage, and results is indispensable to ensure both security and sustainability.
